Bologna Process

On June 19, 1999 29 European Ministers of Education and Science signed a declaration (Bologna Declaration) in the oldest university town of Bologna. The declaration served as a basis for creation of common European Higher Education Area.


The mission of Bologna Process is to create certain tools and mechanisms for compliance of national educational systems.

If by 2010, the main aim of the Bologna Process was to put in place the European Higher Education Area, as stated in the Leuven/Louvain-la-Nerve Communiqué, the key priorities for the next decade are:

• Social dimension
• Lifelong learning
• Employability
• Student-centered learning
• Education, research and innovation
• Mobility
• Data collection
• Multidimensional transparency tools
• Funding

Forty-nine countries are involved in the Bologna Process so far. Georgia joined the process in 2005 on Bergen summit. The member states are presented on governmental level, as well as, on higher education institutions, students, academic staff and employers’ levels.

The main actors of the Process are:

The ministers responsible for higher education of the countries that signed the Bologna Declaration; Council of Europe; European University Association (EUA); European Association of Institutions in Higher Education (EURASHE); European Students’ Union (ESU); European Association for Quality Assurance in Higher Education (ENQA); United Nations Educational, Scientific and Cultural Organization (UNESCO); Education International Pan-European Structure; Business Europe.
